Abstract
The intergovernmental nature of the integration process of MERCOSUR, requires that MERCOSUR RULES approved within the decision making organs of the regional block of countries (Decisions, Resolutions and Guidelines) meet the proper procedure of incorporation to the body of laws of the member countries, coming into force simultaneously as stated by the Ouro Preto Protocol. This document analyzes the procedure established by MERCOSUR rules, both in its primary and secondary law, and the response by courts of arbitration, and the need to keep searching for solutions in the future.
